20.06.2019 Adoption of Regulation (EU) 2019/1239 - completed
The European Parliament and the Council adopt the regulation establishing EMSWe, repealing Directive 2010/65/EU.
2023 Adoption of the technical specifications - completed
Delegated Regulation (EU) 2023/205 and Implementing Regulations 2023/204 and 2023/2790 define the dataset, the interfaces, and the Reporting Interface Module (RIM).
15.08.2025 EMSWe becomes applicable - completed
The Regulation enters into application; Directive 2010/65/EU is repealed. Member States maintain their national single windows in line with the new requirements.
20.03.2026 — 01.06.2027 Development and alignment of BG MNSW - in progress
The Bulgarian Port Infrastructure Company, through VTS Authority "VTS Black Sea", is aligning the national maritime single window with the harmonised interfaces (RIM) and the EMSWe databases maintained by EMSA.
01.06.2027 System readiness - upcoming
Development of the national maritime single window is completed — the system is technically ready to move into user testing.
01.06.2027 Start of user testing - upcoming
Ship agents, carriers, and other declarants gain access to a test environment to verify data submission in the new harmonised format before the system goes live.
15.07.2027 Go-live in production - upcoming
The national maritime single window enters real operation — declarants submit data through the production environment of BG MNSW.
Who is responsible for what

| European Commission | Develops and maintains the common IT components (RIM, URAM); adopts the Multi-Annual Implementation Plan and the delegated/implementing acts with the technical specifications. |
| EMSA | Draws up the EMSWe specifications jointly with Member States; maintains the Message Implementation Guide (MIG) and the EMSWe databases (ships, locations, hazardous cargo). |
| Bulgarian Port Infrastructure Company (national coordinator) | National single point of contact for all matters under the Regulation; coordinates implementation among the competent national authorities; maintains and develops BG MNSW. |
| Customs authorities (Customs Agency) | Alignment of customs formalities (arrival notification, presentation of goods, temporary storage declaration) with the EMSWe dataset. |
| Port operators | Ensure that local information systems comply with the harmonised interfaces of BG MNSW. |
| Ship agents, carriers, masters | Submit reporting data through BG MNSW in the harmonised format, instead of through disparate national forms. |
